Sec. 4-27. – Tethering.

(a) When an animal is temporarily on a rope, chain or tether, the restraint shall not allow the animal, or any part of the animal, to cross over the owner or harborer’s property line.

(b) Maintaining an animal on a rope, chain or tether for more than 14 days will be considered a prima facie violation of this section. If an animal is maintained on a rope, chain or tether, the owner shall provide notice to the animal control officer of when an enclosure will be completed so that continuous tethering may cease.
