Sec. 4-57. – Tethered animals.

(a) It shall be unlawful to tether, chain, or fasten any animal in such a manner so that they are accessible to the general public. All unattended tethered animals must be contained inside a fenced enclosure.

(b) Animals shall not be tethered, chained, or fastened for longer than three (3) hours in a twenty-four (24) hour period or between the hours of 10:00 p.m. and 6:00 a.m.

(c) It shall be unlawful to tether, chain, or fasten any animal in an unsafe manner, which causes stress, injury, pain, unreasonably restricts its movements, or not allows the animal to access proper shade, shelter, food, and water.

(d) The owner, keeper, or custodian shall not for any length of time, leave a tethered, chained, or fastened animal unattended or unsupervised in cases of inclement weather or extreme weather conditions such as when:

(1) The actual or effective temperature is below thirty-two (32) degrees Fahrenheit;

(2) The local, state, or jurisdiction authority issues a heat advisory;

(3) The National Weather Service issues a hurricane, tropical storm, tornado warning, flood warning, or other natural disasters for the jurisdiction.

(e) Pinch, prong, or choke type collars and tethers or chains that are less than ten (10) feet long are prohibited.
