Sec. 5-8. – Impoundment and adoption of animals.

(c) Adoption. The animal control authority may convey ownership (permit adoption) of any animal which has become the property of the animal control authority. Ownership may be conveyed to a responsible person subject to such conditions as may be prescribed by the animal control authority, including, without limitation, the following:

(1) Payment of an adoption fee as determined by the city police department and any vaccination, licensing or veterinary costs including, but not limited to the cost of spaying or neutering;

(3) Evidence satisfactory to the animal control authority that the animal has, or will be spayed or neutered. (Note: State law requires that dogs adopted from a city animal shelter be spayed or neutered.)
