§ 91-9 Licensing requirements; fees.

A. Cats must have license number displayed. Any person who shall own, keep or harbor a cat of licensing age shall annually apply for and procure from the Clerk of the Township, or other official designated by the governing body thereof to license cats in the Township in which he/she resides, a license and official registration tag with license number or a registration sleeve for each cat so owned, kept or harbored and shall place upon such cat a collar or other device with the license number securely fastened or displayed thereto. Acceptable methods of displaying the license number shall include but are not limited to breakaway or elastic collars. License tags or sleeves are not transferable.

§ 104-1 Definitions.

In the interpretation of this chapter, the following words and phrases, unless the context shows another sense to be intended, shall be held to have the meanings hereinafter stated:

KENNEL

Any establishment wherein or whereon the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.

§ 104-10 Kennels, pet shops, shelters and pounds.

A. License required. Any person who keeps or operates or proposes to establish in the Township a kennel, a pet shop, a shelter or a pound shall apply to the Clerk for a license entitling him to keep or operate such establishment.

B. Application. The application shall describe the premises where the establishment is located or is proposed to be located and the purpose for which it is to be maintained. Such application shall be accompanied by the written approval of the Fire Marshal, the Construction Code Official and the Health Inspector of the Township showing compliance with the local and state rules and regulations governing location of and sanitation at such establishments.

C. Purpose; expiration. All licenses issued for a kennel, pet shop, shelter or pound shall state the purpose for which the establishment is maintained, and all such licenses shall expire on the last day of June of each year.

D. Revocation. Such licenses shall be subject to revocation by the governing body of the Township on recommendations of the State Department of Health or the Health Inspector of the Township for failure to comply with the rules and regulations of the State Department of Health or the Board of Commissioners governing the same, after the owner has been offered a hearing by either the State Department or the Board of Commissioners.

E. Individual licenses. Any person holding such license shall not be required to secure individual licenses for dogs owned by such licensee and kept at such establishment. Such licenses shall not be transferable to another owner or different premises.

F. Fees. The annual license fee for a kennel, pet shop, shelter or pound shall be as set forth in Chapter 111, Fees.

G. Information sent to state. The Clerk shall forward to the State Department of Health a list of all kennels, pet shops, shelters and pounds licensed within 30 days after the licenses therefor are issued, which list shall include the name and address of the licensee and the kind of license issued.

H. Control of dogs. No dog kept in a kennel, pet shop, shelter or pound shall be permitted off such premises except on leash or in a crate or other safe control.

§ 104-13 Seizure and impoundment; redemption.

C. If a dog is not redeemed by the owner within seven days after impoundment, the dog may be disposed of in one of the following ways, but in no other way: euthanasia, using a method approved by the Humane Society of the United States, or release for adoption by a new owner who shows evidence of ability and intention to provide the dog with an appropriate home and humane care, provided that no unspayed female dog shall be released for adoption unless a licensed veterinarian certifies in writing that he has been paid in full for spaying the dog and will perform the operation within 10 days if over 5 1/2 months old or at the age of 5 1/2 months if a puppy.

§ 111-9 Fees for cats from Chapter 91.

In accordance with § 91-9:

A. The license fee for an unaltered cat shall be $14.

B. The license fee for each altered cat shall be $11.

§ 111-12 Fees for dogs from Chapter 104.

A. In accordance with § 104-4, the person applying for a dog license and registration tag shall pay a fee of $10.80, plus the applicable state fees.

B. In accordance with § 104-10, the annual license fee for a kennel providing accommodations for 10 or fewer dogs shall be $250, and for more than 10 dogs, $750. The annual fee for a pet shop shall be $100. No fees shall be charged for a shelter or pound.
