The Portsmouth City Council in Virginia first restricted dog chaining in response to efforts by PETA and compassionate residents in 2012, but local law-enforcement agencies quickly found that a time limit was largely unenforceable. In 2017, city officials strengthened the ordinance to ban unattended tethering altogether.
