North Carolina Breeder Hit With 21 Counts of Mistreatment

PETA notified animal control in Jacksonville, North Carolina, about an abusive breeder. Officers found dogs crammed into stacked cages outdoors, where they were constantly exposed to the elements and many were without food or water, and they filed 21 counts of animal mistreatment against the breeder.
