After PETA alerted the Animal Protection Unit in Norfolk, Virginia, that Garden Bros. Circus had scheduled last-minute performances at Old Dominion University’s Chartway Arena, the city denied the circus a traveling animal exhibit permit, prohibiting it from using any animals.
