Upon learning that some Florida officials thought that drowning animals was legal, PETA promptly contacted the Florida Fish and Wildlife Conservation Commission, and the agency is now developing euthanasia guidelines for trappers and residents. Its officers will also pursue cruelty charges against those who drown wildlife.
