Sec. 10-10. – Restraint and confinement—Generally.

(d) No owner or custodian of any animal shall keep an animal on a leash unless a person is in physical control of the leash. Such leash can be attached to private property for a maximum of four (4) hours within a twenty-four-hour period. All dogs shall be contained to their owner’s property in either an escape-proof securely fenced yard with a fence at least six (6) feet in height, or enclosure. Such leash, within the fenced yard or enclosure, shall not be attached to any unanchored object or any gasoline-propelled vehicle.
