Sec. 8-26. – Cruelty to animals prohibited.

(a) It is unlawful to:

(14) Tether a dog outside unattended unless the tether is at least 12 feet long so as to allow for adequate exercise and freedom of movement and the period of confinement is in less than 30-minute increments. The owner or person deemed responsible for the dog should make reasonable attempts to prevent the animal from becoming a safety risk to themselves or others while maintained on a tether. The use of the term “unattended” shall for the purposes of this subsection be defined as the absence of an owner or other care taker of a dog from the premises where the dog is located. The use of the term “tether” shall for the purposes of this subsection be defined as a non-retractable cord, rope, chain, or lead fastened securely to a dog’s collar and/or harness.
