Even though consumers have safely used cruelty-free sunscreens for decades, the U.S. Food and Drug Administration (FDA) is requiring tests on animals for most of the sunscreens that are on the market today. Congress has passed a law calling on the FDA to change course and accept non-animal test methods for sunscreens, but we’re still waiting on the FDA to adopt the advanced animal-free approaches offered by experts.
What’s in the FDA’s Requirements?
The FDA is requiring companies to test most UV filters (the active ingredients that prevent sunburn) on animals before allowing them to stay in use as ingredients in sunscreen.
That means that the manufacturers of many popular sunscreens—including those that are currently vegan and cruelty-free—could soon be required to conduct painful, deadly, and scientifically flawed tests on animals.
Please contact the FDA to show support for animal-free science that keeps lifesaving sunscreen products on the market.

The FDA’s Requirement Ignores Science and Hurts Animals, Including Humans
Correspondence between the FDA and sunscreen manufacturers reveals that the agency repeatedly refused to consider non-animal testing approaches and evidence from decades of safe sunscreen use. This starkly contrasts with the agency’s frequent public claims that it supports modern test methods relevant to human health. Instead, the FDA wants companies to:
- Imprison animals in cages for painful tests
- Apply chemicals to their eyes and skin
- Force substances down their throats for months—or even years
No animal exists to be a test subject. These tests are unreliable and don’t predict human reactions. Advanced, human-relevant methods—like cell-based tissue models—provide more accurate safety data without harming animals.
