5-7A-2: CRUELTY:

G.   Any animal that is staked out, picketed, lariated to a stake or kept on a chain or rope shall be placed so that it cannot become entangled with the restraints of other animals or with any other objects and cannot be within ten feet (10′) of any water, electric or gas meter. The chain or rope shall be of sufficient length to allow the animal complete access to food, water and shelter at all times. The restraint shall be attached in a manner, such as an acceptable collar, so as not to cause injury or discomfort to the animal. No chain, rope, wire or bandanna shall be used as a collar. Any dog so restrained as described above shall not be so restrained for any duration in excess of four (4) hours in a twenty four (24) hour period and shall not be restrained in the front yard of any residence or dwelling within the city limits of the city of Wewoka. Any violation of this subsection shall be punishable as a misdemeanor as provided herein.
