Tethering/Chaining

Section 211.133 Tethering.

A. No dog within the City limits of St. Robert shall be chained, tied, fastened, or otherwise tethered to any stationary or inanimate object as means of confinement and restraint.

Exceptions: Tethering is allowed on occasions when it is necessary for dog owner to complete a temporary task that requires the dog to be restrained. The dog shall not be tethered for more than ten (10) continuous hours in a 24-hour period.

B. When a dog is tethered, as allowed under exceptions, the following conditions must be met:

1. The dog must be tethered by a no choke collar or body harness to a tether that is at least fifteen (15) feet along and free from any objects that could allow the tether to cause entanglement or strangulation.

2. The dog must have access to food, water and adequate shelter and protection from snow, cold, rain, wind, and sun. The shelter must be cleaned on a regular basis.

C. Penalties. Violators will be punished by a fine of no more than two hundred twenty-five dollars ($225.00).
