Tethering/Chaining

Sec. 6-35. – Requirements.
(a) It shall be unlawful for any person to tether a dog to in a private yard unless that dog is under direct or indirect supervision.
(b) For a dog to be tethered in a private yard:
i. The owner or custodian must be on the property and have direct or indirect supervision at all times.
ii. The tether can only be attached to a trolley system, cable run, or dog tie-out stake with a swivel mechanism.
iii. The tether, trolley system, cable run or dog tie-out stake must be in good repair as to not become entangled or allow the dog to break free, and must be of an adequate size and strength to restrain the dog.
iv. The tether must be attached to a properly fitting collar or harness worn by the dog with enough room between the collar and the dog’s throat through which two (2) fingers may fit. Choke or slip collars, pinch collars, or prong collars are prohibited for purposes of tethering a dog.
v. The tether must not be so heavy that it impedes the dog’s freedom to comfortably move around and laydown, nor be greater than ten percent (10%) of the dog’s weight.
vi. The tether must be long enough to allow the dog to access food, water, and shelter as well as allow access to an area for the dog to eliminate.
vii. The tether must not be so long as to allow the dog to become entangled, wrapped around, or jump over any object that could cause the dog to choke.
(c) Tethering is not allowed during extreme weather conditions.
(d) No more than one (1) dog may be tied to single trolley system, cable run or dog tie-out stake.
(e) A violation of this article is a Class 3 misdemeanor.
