5-3D-1. – Cruelty to animals.

D. Collaring and Tethering. No person shall improperly use any collar, leash, harness, etc., resulting in pain or damage to an animal. Further, no personal shall secure any dog, cat or other animal by means of tether when tethering is the sole or primary means securing said animal, whether on the owner’s property or not. It shall be a violation of this section if an animal is tethered for period exceeding two consecutive hours within any 24 hour period.
