Tethering/Chaining

6.04.200 – Tethering of dogs.

No person shall tether a dog to a stationary object or mobile device unless the following conditions are met: A first violation of this section shall be punished by a written warning. Subsequent violations shall be punishable by a fine of up to one thousand dollars ($1,000.00) at the discretion of the municipal judge.

(a) Tethers must allow the dog to walk at least ten (10) feet excluding the length of the dog.

(b) Tethers must have a swivel on each end to prevent twisting and tangling.

(c) Tethers must be attached to a harness or halter that is specifically made for a dog and is properly fitted for the specific dog, this harness or halter must go around the dog’s body and not the neck of the dog.

(d) Tethers must be made of a material that allows the dog to freely move. For example, heavy chains such as log chains are not acceptable.

(e) The dog must not be able to reach a hazard such as a public road, porch edge, window sill, etc. that could cause an injury to the dog.

(f) The dog must have access to adequate shelter, food and water as defined in this document.

(g) The dog must not be left unattended for more than 2 continuous hours.
