§ 6.16.030 Time limit—License fee.
Any owner of a dog over the age of four months shall obtain a dog license and pay an original license fee on or before July 1st each year; provided, however:

C. The license fee for a spayed or altered dog shall be 50% the amount of the required license fee, the owner having the burden of proof to show that the dog has been spayed or altered.
