Sec. 8. Inhumane treatment of animals.

Any enclosure used as a primary means of confinement for a dog must meet the following criteria. It shall be unlawful to tether a dog while outdoors. No animal shall be tethered by a cable, rope, or chained to a stationary object. Tethering of dogs to any stationary object is prohibited in the town limits of Powellsville, N.C.
