No person shall keep or harbor any dog within the Borough of West Wildwood in the County of Cape May without first obtaining a license therefor to be issued by the Clerk of the Borough upon application by the owner and payment of the prescribed fee, and no person shall keep or harbor any dog in said Borough except in compliance with the provisions of this article.
§ 138-3 Fees.
A. Initial fee.
(1) The person applying for this registration and license tag shall pay a fee of $10 for each dog to the Borough of West Wildwood, plus a registration fee of $1 to the State of New Jersey.

B. Additional fee for nonspayed or nonneutered dog. Owners issued registrations and licenses for nonspayed or nonneutered dogs shall pay an additional fee of $3 for each nonspayed or nonneutered dog.
