§ 5:1-1 Definitions.

As used in this chapter:

(g) Kennel means any establishment wherein or whereon the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.

§ 5:1-2 License requirements.

Every person who keeps or harbors a dog of licensing age shall obtain a license for it in accordance with the provisions of this article. The license shall be issued by the License Bureau upon application by the owner and payment of the prescribed fee.^[1]

§ 5:1-4 License and tag fees.

(a) Any person applying for a license and registration tag shall pay the fee set forth below:

§ 5:2-1 License for pet shops, pounds and kennels. 

(a) Any person who keeps or operates or proposes to establish a kennel, shelter, pet shop or pound shall apply to the License Bureau for a license entitling him to keep or operate such establishment.

(b) The application shall describe the premises where the establishment is located or is proposed to be located and the purpose or purposes for which it is to be maintained. The application shall be accompanied by the written approval of the Health Officer, showing compliance with the local and State rules and regulations governing location of and sanitation at such establishments, and the written approval of the Chief Building and Housing Inspector, showing compliance with the local and State regulation concerning buildings.

(c) All licenses issued under this article shall state the purpose for which the establishment is maintained. All licenses shall expire on January 31 of each year and are subject to revocation by the Mayor on recommendations of the State Department of Health or the Health Officer for failure to comply with the rules and regulations of the State Department or the Health Officer governing the same after the owner has been afforded a hearing by either the State Department of Health or the Health Officer of the City.

(d) Any person holding a license shall not be required to secure individual licenses for dogs owned by such licensee and kept at such establishments. Licenses shall not be transferable to another owner or different premises.

§ 5:2-3 Keeping dogs in kennel. 

No dog kept in a kennel, shelter or pound shall be permitted off such premises, except on leash or in a crate or other safe means of control.

§ 5:10-3 Licensing regulations; fees.

(a) Cats must have license number displayed. Any person who shall own, keep, or harbor a cat of licensing age shall annually apply for and procure from the Plainfield City Clerk or other official designated by the governing body thereof to license cats in the City of Plainfield, a license and official registration tag with license number or a registration sleeve for each cat so owned, kept, or harbored, and shall place upon such cat a collar, or other device with the license number securely fastened. Acceptable methods of displaying license number shall include, but are not limited to, break-away or elastic collars. License tags or sleeves are not transferable.

(i) The pet owner must present a rabies vaccination certificate signed by a licensed veterinarian indicating that the animal’s duration of immunity extends throughout at least the first ten months of the twelve-month licensing period for one year license and the first 34 of 36 months for a three year license.
