5-3-5: RUNNING AT LARGE:

It shall be unlawful to permit any animal to run at large in any public place in the village at any time. Dogs and cats which are on any street, sidewalk, alley, parkway, or any other public places or private property excluding the property of the owner without being held securely on a leash shall be deemed to be running at large. Additionally, any animal found running at large in violation of this section may be apprehended and impounded. Any dog found running at large contrary to the provisions of this act a second or subsequent time must be spayed or neutered at the expense of the owner within thirty (30) days after being reclaimed unless already spayed or neutered; failure to comply shall result in impoundment.
