Adoption to a third person is available by Minidoka Joint Animal Control Facility as provided in this section. Adoption fees shall be established by the county by resolution and include any needed spay or neuter costs. No dog shall be surrendered to any such third person unless the dog has been spayed or neutered, if needed, by a licensed veterinarian. This spay and neuter requirement may be waived for an entity regularly engaged in the legal rescue, adoption, or otherwise providing homes for dogs.
