Sec. 22-47. – Kennels prohibited in residential area. No license of dog or cat kennels or catteries shall be issued and the maintenance of any kennel or cattery or the owning, possessing or harboring of dogs or cats for breeding or commercial purpose in any residential neighborhood is hereby declared to be a nuisance per se which may be abated in any court of competent jurisdiction.
