Sec. 4-6. – Restraint.

(d) Dogs restrained through rope, chain, or cable must:

(1) Have unobstructed freedom of movement of a minimum of twelve feet and an arc of not less than one hundred eighty degrees.

(2) The rope, chain or cable must be secure and humane of sufficient strength to prevent escape but not of unreasonable weight.

(3) No dog shall be tethered for more than one hour between 11:00 p.m. and 6:00 a.m.

(4) No dog shall be tethered using a choke collar nor by a chain attached directly to the neck.

(5) This division does not apply to the use of a leash while the dog is being walked.
