§ 91.04 REDEMPTION.
(A) Any owner shall be entitled to redeem a dog from impoundment upon the following conditions:

(3) If such dog is an unspayed female and is not to be used for breeding purposes, that said animal be spayed within ten days of such redemption, and that the owner report the spaying of such animal to the Animal Control Officer within such time frame;
