§ 90.08 HUMANE TREATMENT.
(3) Every owner of an animal within the city shall see that their animal:

(b) Is not chained or tethered outside in a continuous manner between the hours of 10:00 p.m. and 6:00 a.m.
(c) Is not restrained by the neck with the use of a rope, wire, chain, or other metal collar.
(d) If chained or tied outside, shall have available at all times for that animal a chain, leash, or lead, not less than ten feet or two and one-half lengths of the animal, whichever is the greater. However, this chain, leash, or lead cannot allow the animal to enter onto or into another persons’ property or onto the public right-of-way.

(4) In addition to general animal care and treatment in this section, every owner or keeper of the dog kept within Greensburg city limits shall see that when such dog is confined outside:

(b) Dog breeds that become susceptible in extreme weather should be brought in a temperature controlled facility, or when a heat advisory, freeze advisory, or a tornado warning has been issued by local, state, or national authority, except when the dog is in visual range of a competent adult who remains outside with the dog.
(c) Small breed dogs, which are defined as dogs that are less than 25 pounds and short hair, must be brought into a temperature-controlled facility when the temperature reaches 40 degrees Fahrenheit and 90 degrees Fahrenheit.
(d) Medium breed dogs, which are defined as dogs that weigh between 25 and 75 pounds, must be brought in a temperature-controlled facility when the temperature reaches 25 degrees Fahrenheit and 90 degrees Fahrenheit.
(e) Large breed dogs, which are defined as dogs that weigh more than 75 pounds, must be brought in a temperature-controlled facility when the temperature reaches 15 degrees Fahrenheit and 80 degrees Fahrenheit.
(f) As different breeds can thrive in different weather the final decision will be left to the determination of the Animal Control Officer. The breeds listed above are used for example and not meant to be the only breeds included.
