§94.18 ANIMAL CARE.

(D)   General animal care.

(6)   No chain or tether shall weigh more than one-eighth of the animal’s body weight.

(7)   Any chain or tether shall be at least ten feet in length and have swivels on both ends.

(8)   Any chain or tether must be attached to a properly fitting buckle-type collar or harness worn by the animal. Choke collars and pinch collars are prohibited for purposes of tethering an animal to a stationary object or cable run. A person may not wrap a chain or tether around an animal’s neck.

A chain or tether used to restrain an animal must, by design and placement, be unlikely to become entangled.

(9)   It shall be unlawful for the owner/guardian of any animal to keep or maintain the animal on a tether for a period of more than ten continuous hours and no more than 12 hours in any 24-hour period, or for any duration under conditions which threaten the health, or well-being of the animal.
