Sec. 12-17. – Dealers in household pets.

(a) No person shall engage in the business of buying, selling, grooming, training, or dealing in animals used as household pets or for domestic purposes without first obtaining a state and village license.

(b) Any person desiring a license to engage in the business of buying, selling or dealing in birds, dogs and other small animals used as household pets and for domestic purposes shall make written application to the village clerk, stating the name and residence of the applicant and the place at which it is intended or desired to carry on such business, giving the location as well as a description of the premises. It shall be the duty of the director of public health and other appropriate inspection personnel of the village to cause an investigation of the premises named and described in such application for the purpose of determining the fitness and suitability of such premises for such business. Upon recommendation of the director of public health and other appropriate personnel, and upon payment by such applicant to the village clerk of the license fee as required by ordinance, the village clerk shall issue or cause to be issued to such applicant a license. A valid license certificate shall be posted in a conspicuous place in such place in business. No license shall be issued hereunder unless the applicant is in compliance with the Animal Welfare Act, 225 ILCS 605/1 et seq., of the state.

Sec. 12-19. – License fee required.

(a) No person shall own or keep a dog or cat unless such dog or cat is licensed as provided in this section. Every person who owns or keeps a dog or cat which has attained an age of six months or more shall report to the clerk his name and address and shall at the time application for the license, give the name, breed, color and sex of each and every such dog or cat owned or kept by such person, and shall pay to the clerk the sum of $5.00 for each sterile dog or cat and $10.00 for each fertile dog or cat so owned or so kept, and shall cause such dogs or cats to be registered for licenses in the office of the clerk. Upon payment to the clerk of the fee provided in this section, the clerk shall furnish to the person paying such fee a license tag and memorandum of registry for each dog or at for which the fee has been paid. All such licenses shall expire on June 30 following the date of issuance.

(b) If a license is not obtained by any owner or keeper of a dog or cat prior to July 1 of each year, then an additional late fee of $5.00 shall be charged for each dog or cat, in addition to the registry fee of $5.00 for sterile dogs or cats, or $10.00 for fertile dogs or cats.

(c) At the time of registry, in order for the owner or keeper to pay the lower registry fee of $5.00 for a sterile dog or cat, the owner or keeper must show proof of the sterilization of the dog or cat as shown by the appropriate medical records from a veterinarian.

Sec. 12-55. – Disposition of animals not redeemed.

(b) Every animal adopted from the village animal control center shall be required to be licensed, inoculated for rabies and spayed or neutered within 30 days. A deposit sufficient to cover the current cost of inoculation, spaying or neutering shall be made with the village clerk. The deposit shall be returned to the adopting party on receipt of a certification of a licensed veterinarian that the animal has been so inoculated and spayed or neutered. In the alternative, the deposit may be applied directly to the payment of the veterinarian’s charges. If these requirements are not fulfilled, the animal shall be reimpounded.
