ARTICLE II. KENNELS AND PET SHOPS
6-2-10: LICENSE:
(A) It shall be unlawful to operate a kennel or pet shop anywhere within the corporate city limits without first securing a license therefor. The annual fee for such license shall be one hundred dollars ($100.00). Notwithstanding the foregoing, the city council, at its discretion, may issue one kennel license annually, without fee, to a not for profit corporation doing business in Savanna, Illinois.
(B) No new license to operate a kennel or pet shop shall be issued unless each of the following requirements are met:
1. The applicant submits to the city a signed statement by a licensed veterinarian that he has inspected the premises to be used as a kennel or pet shop and the premises meets the criteria of section 6-2-11 of this chapter.
2. The premises to be used as a kennel or pet shop contains adequate fencing or other enclosures necessary to prevent the escape of animals to be kept on the premises.
3. The use of the premises as a kennel or pet shop is in conformance with city zoning regulations.
4. The applicant establishes by the preponderance of the evidence produced at a public hearing before the city planning and zoning board, with notice thereof published at least one time not less than ten (10) days nor more than thirty (30) days in a paper of general circulation within the city at the expense of the applicant, that the proposed use of the premises as a kennel or pet shop will not materially reduce the value of surrounding property.
(C) No existing license to operate a kennel or pet shop shall be renewed or reissued unless the requirements of subsections (A), (B)1, (B)2 and (B)3 of this section are met.
(D) Any license issued hereunder may be revoked by an order of the mayor if at any time the mayor finds that the premises are not operated in accordance with this chapter, after first giving the holder of the license due notice and an opportunity to be heard.
6-2-11: SANITATION:
Every place used as a kennel or pet shop shall be kept in a clean and sanitary condition, and no refuse or waste material shall be allowed to remain thereon for more than twenty four (24) hours. All animals shall be humanely treated; and any animal having any disease shall be properly isolated and treated.
6-2-12: HEALTH OFFICER:
The health officer shall have the right to inspect such premises during normal working hours.
ARTICLE III. DOGS AND CATS
6-2-16: LIMITATIONS ON CATS RUNNING AT LARGE:
It shall be unlawful for any cat owner to permit a cat to run free outside the residence of its owner or keeper unless the cat has been:
(A) Neutered or spayed to prevent it from procreating;
