Sec. 8-1. – Running at large; impoundment.

(a) It is unlawful for any person to permit It is unlawful for any person to permit a dog or cat owned or harbored by him to:

(1) Run at large in the city; or

(2) Be on a street or sidewalk, in an alley, or in other public areas except on a leash held securely by the owner or harborer.

(b) A dog found running at large contrary to this section a second or subsequent time must be sterilized within 30 days after being reclaimed unless already sterilized, and failure to comply shall result in impoundment.
