Sec. 6-7. – Unlawful to treat animals in an inhumane manner.
(a) It shall be unlawful for any person responsible for an animal to leave a dog or cat tethered outdoors for more than a total of two hours in a 24-hour period or tether a dog or cat outdoors unattended during extreme weather conditions, including when the actual or effective outdoor temperature is 32 degrees Fahrenheit or lower or when the actual or effective temperature is 90 degrees Fahrenheit or higher.
(b) It shall be unlawful for any person responsible for an animal to leave a dog or cat outdoors “unattended” during extreme weather conditions, including when the actual or effective outdoor temperature is 32 degrees Fahrenheit or lower, or when the actual or effective temperature is 90 degrees Fahrenheit or higher. “Unattended” shall mean at any residence or on any property where there is no permanent resident, or where the property is a vacant house, undeveloped parcel, or a residence that has been deemed uninhabitable by city.
(c) It shall be unlawful for any person, owner or keeper to treat any animal cruelly in any manner, including, but not limited to, the following:
(1) Tethering an animal to a fixed object unless such chains, ropes or leashes are so placed or attached that the animal cannot become entangled with another animal or object, and shall be of sufficient length in proportion to the size of the animal to allow the animal proper exercise and convenient access to food, water and shelter. Such tethering shall be located so as not to allow such animal to trespass on public property or private property belonging to others, not in such a manner as to cause harm or danger to persons or other animals.
