(c) No person shall, at any time, fasten, chain, or tie any dog, cat or other house pets while such animal is on the owner’s property or on the property of the owner’s landlord or another, unless authorized, in writing, by the animal control officer, code enforcement officer, police officer(s) and/or any other city employee.
