Tethering/Chaining

Sec. 6-72. – Tethering of animals prohibited.

It shall be unlawful for any person to tether, fasten, chain, tie, restrain, or cause an animal to be fastened, chained, tied or restrained, to houses, trees, fences, garages or other stationary or highly immobile objects by means of a rope, chain, strap or other physical restraint for the purpose of confinement, except in circumstances where all of the following requirements are met:

(1) The tethering shall not be for more time than is necessary for the animal owner or custodian to complete a task that requires the animal to be physically restrained for no more than a four-hour period;

(2) Any tether used to confine an animal temporarily must not be attached to a choke chain or a pinch/prong chain;

(3) The tether shall be at least three times the body length of the animal, measured from the animal’s nose to the back of the hindquarters;

(4) The tether shall be free from entanglement;

(5) The animal must have access to food, water and shelter; and

(6) The animal shall be monitored periodically.
