Sec. 4-31. – License required for dogs and cats over three (3) months of age.

The owner or person-in-charge of every dog and cat in the city more than three (3) months of age shall annually register the same as to sex, breed, description, name and address of the owner or person-in-charge, and name of the dog or cat if any. At the time of such registration, such owner or person-in-charge shall, upon providing proof of a valid rabies vaccination, obtain a license for such a dog or cat and shall pay a license tax or fee as follows:

SPAYED OR NEUTERED$2.50 CATS$5.00 DOGS
UNSPAYED OR UNNEUTERED$5.00 CATS$10.00 DOGS

Provided, however, that when a license is issued for a dog or cat too young to be subjected to alteration because it is less that six (6) months old at the time said license is issued, and said dog or cat is altered subsequent to the beginning of the next license year, upon proof of said alteration the director may issue said license at no charge for the following license-year period only.

Upon the written recommendation of a licensed veterinarian, a waiver may be granted to the spay or neuter requirement when it is determined that age or health reasons may be reason for exemption.
