Sec. 4-24. – Dogs at-large—Female dogs in heat.
(a) It shall be unlawful for the owner or keeper of any female dog to allow such dog to run at-large while in heat.
(b) Any person violating this section shall be caused to pay a fine not to exceed one hundred dollars ($100.00) after trial and conviction in the municipal court.
