Sec. 10-41. – Mandatory neutering of cats and dogs.

All cats and dogs offered for adoption by animal shelters in the county must be neutered (spayed or castrated) prior to adoption unless certified by a veterinarian licensed in the state that such procedures would be injurious to the animal’s health. Shelters may enter into a written agreement with the adopter guaranteeing that sterilization will be performed within 30 days or prior to sexual maturity; in such case, the shelter shall require a sufficient deposit from the adopter to cover reasonable cost of the neutering operation. Such deposit will be refundable upon presenting written evidence from the veterinarian performing the surgery that the sterilization has been completed. It is a violation of this article to fail to comply with this section.
