(f) A dog owner may request a license and/or a reduced license fee if, for medical reasons, the dog cannot be vaccinated or spayed/neutered. In this event, a dog owner must submit an affidavit to the County Animal Control Division from a licensed veterinarian stating the reasons why the dog is unable to be vaccinated or spayed/neutered.
