Sec. 10-1. – Definitions.
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:

Kennel means any premises wherein any person is engaged in the business of boarding, breeding, buying, letting for hire, training for a fee, or selling animals.
Sec. 10-7. – Licenses for commercial establishments.
(a) No person, partnership or corporation shall operate a commercial animal establishment without first obtaining a license in compliance with this section.
(b) Annual licenses shall be issued upon payment of the applicable fee, as specified in chapter 22, for each of the following establishments:
(1) For each kennel authorized to house less than ten animals;
(2) For each kennel authorized to house ten or more animals but less than 50; and
(3) For each grooming shop.
(c) Every facility regulated by this chapter shall be considered a separate enterprise and requires an individual license.
(d) Any person who has a change in the category under which a license was issued shall be subject to reclassification and appropriate adjustment of the license fee shall be made.
Sec. 10-8. – Commercial license issuance and revocation.
(a) The city may revoke any commercial establishment license if the person holding the license refuses or fails to comply with this chapter, or any laws governing the protection and keeping of animals.
(b) Any person whose license is revoked shall, within ten days thereafter, humanely dispose of all animals owned, kept, or harbored and no part of the license fee shall be refunded.
(c) It shall be a condition of the issuance of any license that the licensing authority shall be permitted to inspect all animals and the premises where animals are kept at any time. If permission for such inspection is refused, the license of the refusing owner may be revoked.
(d) If the applicant has withheld or falsified any information on the application, the licensing authority may refuse to issue the license.
(e) The licensee during the term of the license shall provide humane care for the animals in its care and shall comply with the terms of this chapter and other applicable laws.
