Sec. 14-6. – Duty to keep animal under restraint while on property.

(d) It shall be unlawful to tether an animal unless the owner or custodian is physically present and within reach of the animal the entire time it is tethered. Any tethering device used to tether an animal must be at least ten feet in length.
