§505.074

(1) Tethering. Tethering means that an animal is tied with a rope, chain or other device so as to restrict the animal’s movement.

(a) It shall be unlawful for any animal to be tethered.

(b) Whoever violated this section is guilty of a misdemeanor of the first degree. In addition, the court may order the offender to forfeit the animal or livestock and may provide for its disposition. If an animal or livestock is forfeited, the expenses incurred with regard to the care of the animal from the time it was taken from the custody of the former owner until the disposition of the court case, shall be paid by the former owner.
