Sec. 5-98. – Same—Impoundment; disposal; citing owner; redemption; fees.
(f) Any animal impounded under the provisions of this division and not reclaimed by its owner within five (5) days including a Saturday, may be humanely destroyed by the city or adopted by some person deemed to be a responsible and suitable owner who will agree to comply with the provisions of this division; provided, however, that if the animal is one in which the respective rights of the owner and the person in possession or custody are determined by state law, such law shall be complied with. However, no unspayed female dog or unneutered male dog which has been impounded because of its being a stray shall be allowed to be adopted from the animal shelter unless the prospective owner shall agree to have such female spayed or male neutered.
Sec. 5-128. – Kennel license—Required.
No person shall keep dogs within the city limits for the purpose of keeping, maintaining and raising of dogs for sale or for hire without first obtaining a kennel license.
Sec. 5-152. – Impoundment; disposal; citing owner; redemption.
(a) Each cat found running at large shall be picked up by animal control and impounded in the animal shelter and confined in a humane manner for a period of not less than five (5) days including a Saturday, and such cat may thereafter be disposed of in a humane manner, if not claimed by its owner. Cats not claimed by their owners before the expiration of such five-day period shall become the property of the city and shall be disposed of at the discretion of the city.

(f) Any animal impounded may be adopted as provided in this section upon the payment by the prospective owner to the city clerk the current adoption fees for each animal. Such animal will be spayed or neutered before the adoption is finalized.
