6.08.130 – Neutering.

A. All dogs must be neutered before a license is issued. The owner must present a certificate to the animal shelter that the dog has been neutered.

B. A cat owner shall present a certificate of neutering for any cat that is kept, harbored or maintained within the city for more than sixty consecutive days within a period of one year. Failure to provide proof of neutering to an enforcement officer upon request is a civil violation and carries a minimum fine of thirty-five dollars plus applicable surcharges and fees. A valid enforcement officer request includes reasonable cause to believe that the cat is not neutered or made in connection with any enforcement or investigation of a violation of Title 6 of this code.

C. A certificate of neutering is not required if animal control can otherwise determine that a male dog or cat has been neutered.
