Sec. 4-4. – Feral cats.

(a) No person shall own, harbor or keep a cat over the age of six (6) months which has not been spayed, neutered or other method of sterilization.

(b) Any person intentionally providing care or sustenance for a cat shall be presumed to be the keeper and shall comply with this section. The animal control officer or designee for good cause shall make an exception. An example of good cause is a case of illegal dumping of one (1) or more cats on a person’s property.

(c) Any owner of an unaltered cat who has received a citation by the animal control officer or designee for failing to comply with (a) of this section shall have his or her citation dismissed if proof of altering in the form of an official neuter, spay or other method of sterilization certificate presented within thirty (30) days of the issuance of the citation.
