§ 126-1 Definitions.

The following words, when used in this article, shall have the meanings as specified:

KENNEL

Any establishment wherein or whereon the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.

§ 126-2 License and registration tag required.

A. Any person who shall own, keep or harbor a dog of licensing age in the Township of Winslow shall annually apply for and procure from the Township Clerk a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.

§ 126-3 Fees; expiration of licenses and tags.

The person applying for the license and registration tag or for the annual renewal thereof shall pay to the Township Clerk the following fees. All licenses shall expire on the 31st day of January following the calendar year for which license is issued.

A. License fee of seventeen dollars and eighty cents ($17.80). The dog license fee of seventeen dollars and eighty cents ($17.80) is hereby reduced to two dollars and eighty cents ($2.80) for active volunteer firemen and active volunteer EMS squad members, including life members for each dog license issued in any given year.

D. State Animal Population Control Fund fee of three dollars ($3.) for any dog of reproductive age which has not been neutered or spayed.

Article III Kennels, Pet Shops, Shelters and Pounds

§ 126-25 License required.

A. Any person who keeps or operates or proposes to establish a kennel, a pet shop, a shelter or a pound shall apply to the Township Clerk for a license entitling him to keep or operate such establishment.

B. The application shall describe the premises where the establishment is located or is proposed to be located and the purpose or purposes for which it is to be maintained, and shall be accompanied by the written approval of the local Board of Health, showing compliance with the local and State rules and regulations governing location of and sanitation at such establishments.

C. All licenses issued for a kennel, pet shop, shelter or pound shall state the purpose for which the establishment is maintained. Such license shall expire on the last day of June of each year and shall be subject to revocation by the Township on recommendation of the State Department of Health or the local Board of Health or Animal Control Officer for failure to comply with the rules and regulations of the State Department or of the local Board of Health governing the same, after the owner has been afforded a hearing by either the State Department, the local Board of Health or proper court of law in accordance with the statutes providing for such hearing.

D. Any person holding such license shall not be required to secure individual licenses for dogs owned by him and kept at such establishments. Such license shall not be transferable to another owner or to different premises.

§ 126-26 License fees for kennels and pet shops; exemption for shelters and pounds.

The annual license fee for a kennel providing accommodations for 10 or less dogs shall be$10, and for more than 10 dogs, $25. The annual license fee for a pet shop shall be $25. No fee shall be charged for a shelter or pound.

§ 126-27 Dogs off premises of kennel, pet shop, shelter or pound.

No dog kept in a kennel, pet shop, shelter or pound shall be permitted off such premises except on a leash or in a crate or other safe control.

§ 127-3 Requirements for harboring cats.

No person shall own, keep, harbor or maintain any cat over six (6) months of age within the Township of Winslow unless such cat is vaccinated and licensed. The provisions of this section do not apply to cats held in a cattery, or those held by a State or Federal licensed research facility, or a veterinary establishment where cats are received or kept for diagnostic, medical, surgical, or other treatments, or licensed animal shelters, pounds, kennels, or pet shops.

§ 127-6 Fees; expiration of licenses and tags.

F. License fee schedule. A license shall be issued after payment of a fee of twenty dollars ($20.00) for each license issued in any given year except as follows:

(1) The license fee for all spayed female cats and neutered male cats shall be seventeen dollars ($17.00);

(2) The license fee for a cat owned by a senior citizen sixty-five (65) years of age or older shall be five dollars ($5.00), unless the cat is spayed or neutered in which case the fee shall be two dollars ($2.00);
