§ 5-1 DEFINITIONS.

KENNEL
Shall mean any establishment wherein or whereon the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.
§ 5-2.1 License, When Required.
Licenses shall be required for the following dogs of licensing age:
a. Any dog owned or kept within the Township by a resident of the Township on the first day of January of any calendar year.
b. Any dog acquired by any person during the course of any calendar year and kept within the Township for more than 10 days after acquisition.
c. Any dog attaining licensing age during the course of the calendar year.
d. Any unlicensed dog brought into the Township by any person and kept within the Township for more than 10 days.
e. Any dog licensed by another State brought into the Township by any person and kept within the Township for more than 90 days.
§ 5-2.5 Fees.
The person applying for a license shall pay a fee of $24 for each unspayed or unneutered dog, and $15 for each spayed or neutered dog. These fees shall include the requirement imposed by State law or $1.20 per dog registered, for a registration tag and for the pilot clinic fund. The same fees shall be charged to the annual renewal of each license and registration tag.
§ 5-11 LICENSING OF PET SHOPS, KENNELS, SHELTERS, POUNDS.
§ 5-11.1 License Required.
Any person who keeps or operates, or proposes to establish a kennel, pet shop, shelter or pound shall apply to the Township Clerk for a license entitling him to keep or operate such establishment and receive a zoning permit approval from the Department of Community Development. Any person holding such license shall not be required to secure individual licenses for dogs owned by such licensee and kept at such establishments; such licenses shall not be transferable to another owner or different premises.
§ 5-11.2 Application Information.
The application shall contain the following information:
a. The name and permanent and local address of the applicant.
b. The telephone and telefax number at both the permanent and local address of the applicant.
c. The e-mail address of the applicant.
d. The street address where the establishment is located, or proposed to be located, together with a general description of the premises.
e. The purpose for which the premises is to be maintained.
f. The maximum number of animals of each type to be accommodated by such establishment at any one time.
§ 5-11.3 Approval of Health Officer.
No license shall be issued until the proposed licensee submits a written statement from the Health Officer that the establishment or proposed establishment complies with local and State rules governing the location of and sanitation at such establishment.
§ 5-11.4 License Term.
All licenses issued for a kennel, pet shop, shelter or pound shall state the purpose for which the establishment is maintained and all such licenses shall expire on the last day of January of each year.
§ 5-11.5 License Fees.
The annual license fees for kennel and pet shop licenses shall be as follows:
a. Kennel accommodating 10 or less dogs: $10.
b. Kennel accommodating more than 10 dogs: $25.
§ 5-11.6 Compliance with State Regulations.
All licenses issued for a kennel, pet shop shelter or pound shall be subject to revocation by the Council on recommendation of the State Department of Health or the Piscataway Township Health Officer for failure to comply with the rules and regulations of the State Department of Health or the Board of Health, after the owner has been afforded a hearing by either the State Department of Health or the Board of Health.
Any person holding a license to establish, keep or operate a kennel, pet shop, shelter or pound shall comply with all Township ordinances and the rules and regulations promulgated by the State Department of Health governing the sanitary conduct and operation of kennels, pet shops, shelters and pounds, the preservation of sanitation therein, and the prevention of the spread of rabies and other diseases of animals within and from such establishments.
§ 5-11.8 Control of Dogs Off Premises.
No dog kept in a kennel, pet shop, shelter or pound shall be permitted off such premises, except on leash or in a crate or other safe control.
§ 5-16.1 Vaccination and Licensing Requirements.
No person shall own, keep, harbor or maintain any cat of licensing age within the Township unless the cat is vaccinated against rabies and licensed. All such cats shall be vaccinated by a licensed veterinarian in accordance with the latest “Compendium of Animals Rabies Vaccines and Recommendations for Immunization” published by the National Association of State Public Health Veterinarians. Newly acquired cats of licensing age must be vaccinated within 10 days of acquisition and before a permit or license will be issued. Any person owning, keeping, harboring or maintaining a cat within the Township may, subject to such reasonable rules and regulations which may be established by the Health Officer, have such cat inoculated at any Township sponsored clinic for the prevention of rabies in dogs.
§ 5-16.10 License Fee Schedule.
A license shall be issued upon payment of a fee by the person applying therefor of $10 for each unneutered cat and $6 for each neutered cat. Proof of neutering shall be required prior to issuance of a license at the rate for neutered cat(s).
