§ 96-3 License requirements.
A. Cats must have license number displayed. Any person who shall own, keep or harbor a cat of licensing age shall annually apply for and procure from the Borough Clerk or other official designated by the Council thereof to license cats in the Borough a license and official registration tag with license number or a registration sleeve for each cat owned, kept or harbored and shall place upon such cat a collar or other device with the license number securely fastened or displayed thereto. Acceptable methods of displaying license number shall include but are not limited to break-away or elastic collars. License tags or sleeves are not transferable to other cats. The number of cats allowed per household is five.

G. License fee schedule.
(1) Persons applying for the license and registration tag shall pay the annual fee for such license of $21 for nonspayed or nonneutered. The fee for all persons who present proof that their cat has been neutered or spayed is $18. For each renewal, the fee for the license shall be the same. There will be a $4 fee for replacement of a lost tag or license. Such licenses and renewals thereof shall expire on January 1 of each year.
§ 108-1 Definitions.
For the purposes of this chapter, the following words and phrases shall have the meanings respectively ascribed to them by this section:

KENNEL
Any establishment wherein the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.
§ 108-10 License required.
A. Any person who shall own, keep or harbor a dog of licensing age (seven months) shall, no later than January 31 of the licensing year or after acquisition thereof as provided in this chapter and in the month of January annually thereafter, apply for and procure from the Clerk of the Borough or other official designated by the Council thereof to license dogs in the Borough a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon each such a dog a collar or harness with the registration tag securely fastened thereto. The owner of a newly acquired dog shall make application for a license and registration tag within 10 after such acquisition or age attainment.
§ 108-12 Fees.
A. Persons applying for the license and registration tag shall pay the annual fee for such license of $21 for nonspayed or nonneutered. The fee for all persons who present proof that their dog has been neutered or spayed is $18. For each renewal, the fee for the license shall be same. There will be a fee of $4 for replacement of a lost tag or license. Such licenses and renewals thereof shall expire on January 1 of each year.
Article III Kennels, Pet Shop, Shelters and Pounds
§ 108-15 License required.
It shall be unlawful for any person who has not secured a kennel license to keep or harbor more than three dogs at one time, puppies under four months old excepted, provided that this provision shall not apply to persons harboring dogs in excess of the limit herein set forth on April 5, 1960, provided that such owners do not hereafter acquire or harbor additional dogs in excess of such limit and provided that the harboring of such dogs does not create a nuisance.
§ 108-16 Application.
A. Any person who keeps or operates or proposes to establish a kennel, a pet shop, a shelter or a pound shall apply to the Clerk or other official designated to license dogs in the Borough for a license entitling him to keep or operate such establishment.
B. The application shall describe the premises where the establishment is located or is proposed to be located and the purpose for which it is to be maintained and shall be accompanied by the written approval of the Zoning Officer and the Board of Health of the Borough showing compliance with local and state rules and regulations governing the location of and sanitation at such establishment.
§ 108-17 Issuance; duration; revocation; transferability.
A. All licenses issued for a kennel, pet shop, shelter or pound shall state the purpose for which the establishment is maintained, and all such licenses shall expire on the last day of January of each year and be subject to revocation by the Borough on recommendation of the State Department of Health or the Board of Health of the Borough for failure to comply with the rules and regulations of the State Department or Local Board governing the same after the owner has been afforded a hearing by either the State Department or Local Board.
B. Any person holding such license shall not be required to secure individual licenses for dogs owned by such licensee and kept at such establishment.
C. Such license shall not be transferable to another owner or different premises.
§ 108-18 Fees.
A. The annual license fee for a kennel providing accommodations for 10 or fewer dogs shall be $100 and for more than 10 dogs, $150.
