§ 145-12 Definitions.

As used in this article, the following terms shall have the meanings indicated:

KENNEL

Any establishment wherein or whereon the business of boarding or selling dogs or breeding dogs for sale is carried on, except a pet shop.

§ 145-13 License and registration tag required.

Any person who shall own, keep or harbor a dog of licensing age shall, in the month of January in each year, apply for and procure from the duly appointed Township Clerk of the Township a license and official metal registration tag for each such dog so owned, kept or harbored and shall place upon such dog a collar or harness with the registration tag securely fastened thereto.

§ 145-14 Fees; renewal and expiration; exemptions.

A. The person(s) applying for the license and registration tag shall pay the sum of $10 for each neutered dog and $13 for each nonneutered dog therefor. For each annual renewal, the fee for the license and registration tag shall be the same as for the original license and tag. Said licenses, registration tags and renewals thereof shall expire on January 31 in each year.

§ 145-18 Kennels, pet shops, shelters and pounds.

A. Any person who keeps, operates or proposes to establish a kennel, pet shop or pound shall apply to the Township Clerk for a license entitling him to keep or operate such establishment.

B. The application shall describe the premises where the establishment is located or is proposed to be located and the purpose or purposes for which it is to be maintained and shall be accompanied by the written approval of the local health authorities showing compliance with the local and state rules and regulations governing location of and sanitation at such establishments. The Township shall not reissue a dog kennel license if there are any outstanding violations of local codes, including zoning, construction, noise and property maintenance codes.

C. All licenses issued for a kennel, pet shop, shelter or pound shall state the purpose for which the establishment is maintained. All such licenses shall expire on the last day of January of each year and be subject to revocation by the Township on recommendations of the State Department of Health and Senior Services or the local Board of Health for failure to comply with the rules and regulations governing the same, after the owner has been afforded a hearing by either the State Department or local Board.

D. Any person holding such license shall not be required to secure individual licenses for dogs owned by such licensee and kept at such establishments; such licenses shall not be transferable to another owner or different premises.

E. The number of dogs permitted to stay at a kennel shall not exceed 15 per acre.

F. Kennels in residential zones shall not be open for the pickup or dropoff of dogs before 7:30 a.m. or after 7:30 p.m., Monday through Friday, and before 8:30 a.m. or after 7:30 p.m. on weekends and holidays.

G. All licensed kennels shall be required to comply with the provisions of state rules and regulations governing the limitation of noise in accordance with the standards established by the aforementioned rules and regulations. The level of noise of the dogs at the kennels shall not exceed those standards.

§ 145-19 License fees for kennels, pet shops, shelters and pounds.

A. The annual license fee for a kennel providing accommodations for 10 dogs or less shall be $10, and for more than 10 dogs, $25.

§ 145-28 Licensing requirements; fees.

A. Cats must have license number displayed. Any person who shall own, keep or harbor a cat of licensing age shall annually apply for and procure from the licensing authority a license and official registration tag with license number or a registration sleeve for each cat so owned, kept or harbored and shall place upon such cat a collar or other device with the license number securely fastened or displayed thereto. Acceptable methods of displaying the license number shall include, but are not limited to, breakaway or elastic collars, ear tags or tattoos located on the ear. License tags or sleeves are not transferable.

G. Fees, renewals, and expiration date of license; licenses from another municipality.

(1) Fees for cat licensing shall be as follows:

(a) An annual license fee to cover registration and issuance of a registration tag.
