§ 78-16 Impoundment; redemption; adoption.

E. Animal Control shall operate an animal adoption program, and may deny applications for adoption of animals. No unclaimed dog or cat shall be released for adoption without being reproductively neutered or without written contract with the adopter guaranteeing that the animal will be neutered within 30 days for adult animals or by a specified future date in the contract for puppies or kittens. Animal Control shall train employees to inform the public of local neutering and health care cost assistance programs available to qualifying persons. A deposit established by Animal Control shall be paid by the adopter at the time of adoption and refunded once proof of neutering is presented to Animal Control.
