Sec. 14-61. – Definitions.
For the purpose of this article, the following terms, phrases, words, and derivations shall have the meaning given herein, unless it shall be apparent from the context that a different meaning is intended:

Commercial animal handling establishments means, but shall not be limited to, K-9 or guard dog training, kennels, grooming shops, commercial breeders and dealers, pet shops and every person engaged in the commercial business of buying, selling, breeding, training, boarding or grooming, except veterinary hospitals and humane organizations, must possess a current permit as provided for in section 14-62.
Commercial breeder means any person, corporation or other entity, other than a hobby breeder, who breeds and sells animals
Sec. 14-62. – Animal handling establishments; permits, standards, etc.
All commercial animal handling establishments not limited to, but including pet shops, kennels, grooming shops, commercial breeders and dealers, K-9 or guard dog training shall not operate without first obtaining a permit as provided for below:
(1) Permit period. No person shall operate an animal handling establishment, as described in this section unless a permit to operate such establishment shall have been granted by the mayor or his designee. The permit period shall be the calendar year and the permit fee shall be as stated in subsection (2) of this section for the permit period or part thereof beginning with the first day of the calendar year.
(2) Permit requirement. It shall be unlawful for any person or entity to operate or maintain a commercial animal handling establishment in the city without a permit.
(a) Application for a permit or renewal thereof shall be made on forms prescribed by the city ACD. The application, accompanied by a physical inspection report made by a representative of the ACD verifying that the establishment is in full Code and regulation compliance, shall be submitted, with a permit fee of $50.00 to the property tax and license department of the city. The permit fee is in addition to occupational license and all other fees, and will be for the calendar year in which it is issued.
(b) Renewal of permits, with the accompanying current physical inspection by the animal control unit and permit fee, must be submitted to the property tax and license department of the city not later than the end of the last workday of the year.
(c) The mayor or his designee is granted authority to approve or disapprove applications or renewal of applications for commercial animal handling establishments.
(3) Inspections. Representatives of the ACD are authorized to inspect the licensed premises and records pertaining to animals on the premises or animals that have been sold by the permit holder to determine whether the permit holder is in compliance with all laws, ordinances and regulations. A written report will be made of each such inspection. The original report will be maintained in the city ACD, and a copy will be furnished to the permit holder.
(4) Minimum standards and prohibition of permit holder.
(a) Fresh water for drinking shall be available to all species at all times. Containers are to be cleaned and disinfected each day. All water containers shall be removable for cleaning and be mounted so that the animals cannot turn them over.
(b) Cage temperatures shall be maintained at a level that is healthful for the species of animals kept in the cage.
(c) All cages and enclosures shall be of metal or nonporous plastic material for easy cleaning and disinfecting. Each cage must be of sufficient size so as to provide the minimum cage area per animal as specified in Tables A, B and C of this section, depending upon the period of confinement. Cage floors shall be of solid material; or if of open mesh construction, at least one-half of the floor area shall be covered with cardboard, multiple layers of paper, plastic sheet or other continuous substantial material.
(d) All animals under three months of age are to be fed at least three times per 24 hours. Food for all animals shall be served in a clean dish so mounted that the animal cannot readily tip it over or defecate or urinate in such dish.
(e) Each bird must have sufficient room to sit on a perch. Perches shall be placed parallel to each other in the same cage. Cages must be cleaned every day and cages must be disinfected when birds are sold. Parrots and other large birds shall have separate cages from smaller birds.
(f) The water temperature for fish shall be maintained at a constant temperature that is healthful.
(g) There shall be sufficient clean, dry bedding in each cage to meet the needs of each individual animal. Boxes of sand or prepared litter shall be provided for cats.
(h) No animals shall be kept in darkness during daylight hours.
(i) All animals must be fed and watered, and their cages shall be cleaned every day, including Saturdays and Sundays and holidays.
(j) All permits are to be in conformity with the provisions of chapter 122, zoning, and no permit issued under this chapter shall in any way conflict with the provisions of chapter 122, zoning, and any permit issued under this chapter shall be subject to conformity with the provisions of chapter 122, zoning.
Sec. 14-103. – Fees and charges.
The city ACD fees and charges shall be as follows:

The owner of any animal which has been impounded for the third time, shall surrender the animal to the ACD. The owner may have the option of spaying or neutering the animal, in lieu of surrendering the animal to the animal control unit. If the animal is impounded for a fourth time, the animal will be surrendered to the ACD. Once the animal has been surrendered, the owner can request a period of ten days to file an appeal. The animal will remain impounded at the ACD until such time as the Bossier City Council hears and decides the appeal of the owner.

(3) Citation fees. Citation fees will be set at the time of offense by the city ACD. The fees will be based on the number of occurrences, severity of offense and history with the owner. The city ACD reserves the right to charge the maximum fee in cases of severe circumstances.
