Sec. 3-27. – Licensing.
Any person owning, keeping, harboring or having custody of any dog over four (4) months of age within the city limits of the City of Flatwoods, Kentucky, must obtain a license.
In order to purchase a city license, each dog owner must show a rabies certificate issued by a licensed veterinarian or any anti-rabies clinic and pay a fee of ten dollars ($10.00) for each unneutered or unspayed dog and five dollars ($5.00) for each neutered/spayed dog.
Sec. 3-32. – [Kennels.]
(a) A kennel shall be defined as any person engaged in the commercial business of breeding, buying, selling or boarding dogs and/or who owns, harbors or keeps more than four (4) dogs and over the age of four (4) months old.
(b) The facility where the dogs are housed shall be permitted only in an area of the city zoned “commercial.” Further, the dogs shall be boarded inside in an enclosure designed to minimize the disturbance which the animals make.
(c) No owner may possess or own more than four (4) dogs and in any area of Flatwoods which is not zoned commercial.
(d) Violation of this section shall result in a fine of no less than one hundred dollars ($100.00) per day, with each day being considered a separate offense, in addition to court costs.
(e) No single property located within the City of Flatwoods, Kentucky, which is zoned R1 or R2, shall harbor or keep any more than four (4) dogs over four (4) months old regardless of whom the dogs are owned by.
